Sentencing in California: Moving Toward a Smarter, More Cost-Effective Approach (2015)

A report examining effectiveness and costs of mass incarceration along with alternatives to incarceration that may be more beneficial for the individuals and the community by having policymakers accommodate offenders with sentencing according to seriousness of the offense. Article uses prison housing data from CDCR from 1978 to 2014 to emphasize what changes should be made through policy making. Study implies that investment in community-based infrastructure is necessary to maximize effectiveness of sentencing reform.
