Public Safety and Realignment in Twelve California Counties (2015)

A study intended to assess realignment impact on several aspects of California corrections, taking into account levels of prior use of incarceration at state level, levels of service provision, and range of plans for adding jail capacity. Study includes a closer look at 12 California counties (Alameda, Kern, Los Angeles, Riverside, Orange, Sacramento, San Bernardino, San Diego, San Francisco, Santa Clara, and Stanislaus). Data obtained through interviews with sheriff's department and probation officials, media reports, county plans, and analysis of available criminal justice system data on probation and jail populations. Study results imply contracting out to community based organizations is effective for providing enhanced treatment and services and proper assessment of risk level and needs from evidence based programs.
