Evaluating the Effects of California’s Corrections Realignment on Public Safety (2012)

By Magnus Lofstrom, Joan Petersilia, and Steven Raphael |

Public Policy Institute of California -

A report to provide guidelines on how to monitor realignment and to determine if realignment is assuring public safety and doing so more efficiently than was accomplished by the state. Report uses public safety and cost to measure success of realignment and analyzes the changes in outcomes between control and treatment groups before and after implementing realignment. Research suggests researchers should assess effects of realignment on specific crime categories, individual-level data on felons to assess the effects of recidivism, track charges and criminal records, track average daily population, total prison population, and analyze county budget and expenditures.

The Public Policy Institute of California is a nonprofit, nonpartisan think tank.
